This chart shows who was responsible for moving the project forward at any given time.  Other activities occurred in parallel with those plotted, but did not prevent forward movement.  Only major agents are shown.  In some cases, responsibility was shared between multiple agents. 

The chart begins with the formation of HRVR on 13 Apr 2007.  Prior to that time the project was driven by Canopy Development, which was involved in concept planning and acquisition of the Williams Lake property during 2005-6.  This activity continued, under HRVR, through mid-2011, but did not inhibit other activities related to the development.  Input to this chart comes from the Timeline.
